All rules and regulations made by an administrative officer of the City which are subject to approval by the City Commission under the provisions of these Codified Ordinances, and all rules and regulations adopted by the Commission on its own initiative, shall be published in the manner provided in the City Charter for the publication of City ordinances. The publication of the rules and regulations made by an administrative officer, as aforesaid, shall be made after the required approval of the Commission is given. Copies of all such rules and regulations shall be kept in the office of the City Clerk for public inspection and distribution.
