Section 13.4.  Canvass and Adoption
The City Clerk as chair, the City Attorney and City Assessor shall act as the Election Commission and Board of Canvassers of said election and they shall meet at 9:30 a.m. on Thursday, September 29, 1960, publicly canvass the returns, and declare the results of the election.  If it is determined that a majority of those voting upon the question voted "Yes," the Charter shall be declared adopted; otherwise it shall be declared rejected.  If it is adopted, the City Clerk shall perform all acts required by law to place this Charter into effect.
