Section 12.3. Streets and Public Places.

The City reserves the power to use, regulate, improve, vacate, abandon, and control the surface of its streets, alleys and public ways and of the space and beneath them; to prepare and adopt a plan regarding the same within said City and for a distance of three (3) miles beyond its limits.
