Section 11.10. Acquisition by City - Condemnation.

The City shall have the right to acquire by condemnation or otherwise the property of any public utility in accordance with the general laws of the State, provided that the price to be paid shall in no event include any value predicated upon the franchise, oodwill or prospective profits.
