It shall be the duty of the City Treasurer or such other agency as the City Commission may designate, upon request and after the payment thereof, to furnish a certificate that all such taxes and assessments have been paid, and such certificate shall be filed with the Register of Deeds when the document is submitted for record. A fee to be fixed by the City Commission may be charged for issuing the certificate.
