All civil and criminal causes pending and all rights and liabilities existing, acquired or incurred at the time this Charter takes effect, and all suits and prosecutions for the recovery or enforcing of fines, penalties or forfeitures imposed by the previous Charter and ordinances of the City of Battle Creek to punish offenders for the violation thereof which are pending before the Municipal Court when this Charter takes effect are hereby saved, and such proceedings shall be consummated in the Municipal Court of the City of Battle Creek. It is the intention that this amendment shall not be construed to alter, affect or abate any pending prosecution and all prosecutions pending on the effective date of this Charter, and all prosecutions instituted after the effective date of this Charter for offenses committed prior to the effective date of this Charter, may be continued or instituted in said Court.
