The administrative service shall be divided into such departments, divisions, and bureaus as may be provided by ordinance, to be known as the "Administrative Code" to be adopted within one (1) year following the adoption of this Charter. Pending the passage of such Code, the Manager may establish temporary regulations. Said Code may be amended from time to time and may provide for the consolidation or abolition of departments or the functions of officers including those mentioned in Section 4 of this chapter unless contrary to general law. Each officer or department head shall, subject to the approval of the Manager, have supervision and control of their department and shall have power to prescribe rules and regulations for the conduct thereof, not inconsistent with this Charter or said Administrative Code.
