The City Commission shall, by resolution, within two (2) years from the date this Charter is adopted by the electors and every ten (10) years thereafter wholly or partially codify and recodify the ordinances of the City into one or more ordinances in loose-leaf or pamphlet form, and may provide for a reasonable charge for copies thereof. Each such codification or recodification may omit such ordinance material as is out of date and no longer needed, may eliminate inconsistencies between existing ordinance provisions, and may substitute comparable ordinance provisions for existing provisions, without the necessity of formal repeal, amendment or original enactment.
