All ordinances, resolutions and rules of the City Commission and of each administrative agency of the City which are in force on the effective date of this Charter, to the extent that they are consistent with the provisions of this Charter, shall continue in full force until repealed. All such ordinances, resolutions and rules may be amended by the City Commission and shall continue in effect as amended.
