Notice of the time and places of holding any election, and of the officers to be elected and the propositions to be voted upon shall, except as otherwise provided in this Charter, be given by the City Clerk at least ten (10) days before such election by publishing a copy thereof at least twice in a newspaper published or circulated in this City and, if deemed advisable by the City Commission, by posting in two or more conspicuous places in each election precinct, said first publication or posting to be made at least ten (10) days before such election. In case of a special election, the notice shall set forth the purpose of such special election as fully as is required in the resolution or petition calling for same.
