The board of fire and police commissioners shall appoint all members of the fire and police departments except the chief of police and the chief of the fire department, which appointments shall be made by the mayor with the advice and consent of the city council, and the deputy police chiefs, battalion fire chiefs and fire marshal, who shall be chosen according to city policy. All appointments made by the board of fire and police commissioners shall be from the rank next below that to which the appointment shall be made, other than that of the lowest rank.
