No plat of any subdivision shall be entitled to record in the county recorder's office or have any validity until it shall have been approved in the manner prescribed by law.
The city council shall by resolution, appoint an enforcing officer of this title and it shall be his duty to enforce the provisions hereof. The enforcing officer may call upon any department or official of the city to furnish him with such information and assistance as he may deem necessary for the observance or enforcement of this title and it shall be the duty of such department or officer to furnish such information and assistance whenever required.
