For the purpose of the present and future development of the City, and for the promotion of the public health, and the safety, comfort, morals and welfare of persons living within the territory governed, the provisions and regulations hereinafter contained which shall govern the subdividing and platting of lands lying within the corporate limits of the City as now or hereafter existing, or within the area of jurisdiction of the Plan Commission as now or hereafter established under the provisions of the statutes of the State of Illinois, are hereby adopted as part of the Official Plan of the City.
