A. Site grading is the excavation or filling of any lot or parcel that changes the existing contours of the parcel. A permit shall be required for the site grading of any lot or parcel of land within the city which is one-quarter (1/4) of an acre or larger and which has not previously been granted a building permit or approved development plan relating to the proposed site grading for the site.
