Unless deemed necessary and appropriate by the chief of police for the protection of the public health, safety and welfare or otherwise in the furtherance of duties and responsibilities of the police department, fingerprinting services shall only be furnished to individuals who: a) reside within the city, b) formally participate in a program regularly located within the city which requires fingerprinting, or c) is regularly employed at a location within the city of Batavia by a business that requires fingerprinting.
