3-27-2: LICENSE REQUIRED:
   A.   No person shall own and operate a large multi-unit rental property (hereinafter "rental property") unless the property is properly zoned for the specific residential use and a valid residential rental operating license (hereinafter a "rental license") is issued by the Community Development Department for the specific rental property.
   B.   The rental license shall be issued to the owner of the rental property.
   C.   The requirement for a rental license shall not apply to group homes governed by 405 Illinois Compiled Statutes 35/1 et seq., as amended, Specialized Living Centers Act, age-restricted rental properties for senior citizens, assisted living, skilled nursing, and similar facilities for the developmentally disabled and/or elderly, or other similar uses governed by State or Federal laws, rules or regulations.
   D.   If the owner of the rental property does not reside or have an office or place of business in Kane County, and if the owner has not retained a property manager who resides or has an office or place of business in Kane County, the owner shall designate a person who resides in Kane County or an entity with an office or place of business in Kane County to be the owner's agent for purposes of receiving notices (hereinafter referenced as "designated agent").
