3-3-1: CONSTRUCTION OF REGULATIONS:

This chapter shall be liberally construed to the end that the health, safety and welfare of the people of the city and the people of the state of Illinois shall be protected, and temperance in the consumption of alcoholic beverages shall be fostered and promoted by sound and careful control and regulation of sale and distribution of alcoholic beverages. (Ord. 13-16, 4-1-2013)
