(A) No house sewer shall be constructed or connection made to a public sewer by any person who has not been authorized and licensed to perform such work.
(B) No house sewer shall be constructed to connect with a public sewer nor shall any connection be made to a public sewer within the village until the written permission of the Village Administrator or his/her agent has been obtained by the person employed to perform the work. An application for a permit shall be signed by the owner, agent or lessee of the property for which the connection is to be made and by the person employed to perform the work, shall describe the property and state the fixtures to be connected and shall be accompanied by the required fee.
