(A) No person, other than the duly authorized collector with whom the village has a contract, shall collect, remove, convey or transport any garbage, trash or other refuse, by any means over or upon any street without first obtaining a license therefor.
(B) The license shall be issued by the Mayor for a fee of $10 and shall remain in effect for a period of one year from the date of issuance. Such license shall be issued to additional collectors only on the basis of village need and whether additional collectors are needed shall be determined by Council.
