(A) Every public vehicle shall be kept in a safe and sanitary operating condition and shall at all times have the following equipment:
(1) A spare tire capable of being used on any of the wheels of the vehicle;
(2) A set of tools for changing tires; and
(3) Brakes sufficient to control the vehicle at all times in compliance with the requirements of § 74.23 of the Traffic Code.
(B) Whenever a public vehicle is found which is not in a safe and sanitary condition or not to fully comply with all of the requirements specified herein, Council may order the license thereof suspended until such provisions are complied with.
