Whoever violates any provision of this chapter where another penalty is not otherwise provided is guilty of a minor misdemeanor and shall be punished as provided in § 130.99 of the General Offenses Code. In the event of conviction, such person shall not thereafter be granted a license for the vehicle concerned for six months from the first conviction and one year for a subsequent conviction.
