Every license shall be issued for only a period of one year and the date of expiration shall be at 12:00 midnight on December 31. No license shall be issued for a fractional part of any year. License fees for public vehicles shall be payable to the Village Fiscal Officer in the amount of $50 for the first vehicle for one year and $10 for each additional vehicle for the same period. Upon payment thereof the Fiscal Officer shall issue a receipt showing the amount paid, from whom received and the date of expiration of the license. The Fiscal Officer shall also issue a certificate for each license which shall be displayed conspicuously within the vehicle so operated as a public vehicle.
