Such authorized soliciting organization as provided for in § 113.15 shall not commence solicitation until application is made to the village, at least 30 days in advance of any proposed solicitation, for the issuance of a permit by the Mayor. The application shall indicate thereon the names of the local representative, or the chief administrative officer or his or her duly appointed representative of such soliciting organization, the dates of the solicitation period and such other information as required by the Mayor. No permit fee shall be charged.
