§ 97.37  ASSESSMENT OF COST AGAINST OWNER.
   Upon the expiration of the time within which sidewalks shall be constructed or repaired by the owner of the lots or lands abutting thereon as set forth in the notice adopted under § 97.35, the sidewalks not constructed or repaired by the owners of the lots and lands thereon shall be constructed or repaired by the village and Council shall, upon the completion of such construction or repair, assess the cost thereof against the lots or lands abutting thereon. When condemned sidewalks are repaired by the village and the cost of such repair is the responsibility of the owners of the lots or lands abutting thereon, then any such owner who pays the cost of the repairs to their sidewalks within 60 days from the completion date of the repair shall receive a discount of 20% of the total amount of their assessment. After 60 days the assessment shall be placed on the owner’s tax bill at 100% of the cost of the repairs.
