§ 97.34  CONSTRUCTION AND REPAIR RESPONSIBILITY.
   The construction or repair of sidewalks within the village shall be the responsibility of the owners of lots or lands abutting thereon. Property owners must receive a permit prior to making the construction and/or repair. A village official must confirm the condemnable portion of the sidewalk as part of the permit application. A licensed contractor must be hired to do the work. Upon completion of the work, within 30 days after the completion of the repairs, the property owner must submit the contractor’s invoice to receive payment from the village for 20% of the condemnable portion of sidewalk. Upon failure of such owners to construct or repair such sidewalks within the time prescribed by Council, the Council may cause such sidewalks to be constructed and/or repaired, and assess the total cost thereof against the lots or lands abutting thereon.
