§ 97.20  PERMIT REQUIRED; APPLICATION INFORMATION.
   (A)   No individual or firm shall make any cut into the paved portion of any right-of-way within the village or remove any of the surface from any improvement upon any public right-of-way within the village without first accomplishing the following:
      (1)   Presenting a drawing of sufficient size to enable the individuals reviewing such a drawing to determine the nature and extent of the work to be done; and
      (2)   Presenting such drawing together with a written letter or memorandum detailing the work to be done and approximately the time necessary to accomplish it and the purpose of the work.
   (B)   The work shall not be initiated until a written permit has been granted to the applicant by either of the following individuals who shall be charged with the review of the documentation submitted and the issuance of a permit:
      (1)   The Mayor of the village; or
      (2)   The Village Administrator.
