An order to correct the hazardous conditions specified in either § 92.40 or 92.41 shall be directed to the owner, lessee or occupant of the premises, building or structure, or to the person in control of the articles, material, goods, wares or merchandise, or to the owner thereof, as the circumstances may require. It is made the duty of the owner, lessee or occupant of the premises, building or structure, and of the person in control of such articles, materials, goods, wares and merchandise, or the owner thereof, to comply with the order with all reasonable dispatch and diligence.
