(A) Curbs, gutters and storm sewers shall be required in all subdivisions designed for single-family detached units possessing a net density of more than two units per acre or possessing typical lot widths of less than 90 feet measured at the building setback line.
(B) As a general policy the Planning Commission shall require curbs, gutters and storm sewers in all multi-family and nonresidential subdivisions. However, the determination of need shall be made during each subdivision review and upon the recommendation of the Village Engineer. The Village Engineer shall determine the best system for accommodating surface drainage needs based upon the project design and natural topographic features of the site in question.
