(A) Wherever any subdivision of land is hereafter to be laid out, the subdivider thereof or his or her agent shall submit and receive approval on preliminary plans, construction and improvement drawings, final plans or other such information as required by these regulations before any record plat may be submitted for final approval. Such plats and plans of proposed improvements, and all procedure relating thereto, shall in all respects be in full compliance with these regulations.
(B) Until preliminary and final plans for a subdivision are approved no improvements, such as sidewalks, water supply, storm water drainage, sanitary sewerage facilities, gas service, electric service or lighting, grading or paving or surfacing of streets, shall hereafter be made by any owner or his or her agent, or by any public service corporation at the request of such owner or agent.
(C) Until plans or plats for a subdivision are approved, properly endorsed and recorded, no lot, tract or parcel of land within any subdivision shall be offered for sale nor shall any sale, contract for sale or option be made or given.
(D) All lands offered to the village for use as streets, alleys, parks and public uses shall be referred to the Village Planning Commission for review and recommendation before being accepted by Council.
(E) In all subdivisions due regard shall be given to the preservation of historic sites and natural features such as large trees, watercourses and scenic views.
(F) In the case of preliminary plans for parts of tracts, where it appears necessary to the Planning Commission for the satisfactory overall development of an area, an owner may be required to prepare at least a street plan of his or her entire tract based upon proper topographic surveys before approval of any portion of such plan.
(G) In addition to compliance with these regulations all plats and all subdivisions and every act of platting or subdividing shall be in strict compliance with all provisions and requirements set forth in R.C. Chapter 711.
