All electrical installations within the county shall be made under the direct supervision of an electrician duly licensed under the provisions of this chapter; except that, nothing in this chapter shall be construed as prohibiting the actual owner from doing one complete electrical installation or wiring job per year in a new or existing domicile of all electrical fixtures normally incident to single-family residential occupancy of the building. The licensing and inspection provisions of this chapter shall not be applicable to any person when the person not engaged in the business of electrical contracting, regularly employs and maintains an electrical service department to perform electrical service work and electrical wiring upon his or her own property.
