Every occupant of a dwelling or dwelling unit shall dispose of all garbage and any other organic waste which might provide food for rodents, in a clean and sanitary manner, as approved by the Health Officer, and in accordance with § 152.015. It shall be the responsibility of the owner to supply the facilities or containers to accommodate all dwelling units in a multiple dwelling. In all other cases, it shall be the responsibility of the occupant to dispose of their garbage in a sanitary method.
