The County Plan Commission shall not approve the construction of any private entrance, driveway or approach connecting with any highway in the county highway system or the construction of any structure on the real estate affected thereby and the County Building Commissioner shall not issue a building permit for the construction of any structure on the real estate until the driveway permit has been issued and received.
