§ 151.066 ESTABLISHMENT OF RULES AND REGULATIONS.
   (A)   The Board of Commissioners of the county shall establish written rules and regulations for the private entrances, driveways and approaches in order to keep county ditches and drains from being blocked, provide for drainage of the county highway system, preservation of the county highway system, and for the safety and convenience of traffic on the county highway system.
   (B)   The rules and regulations to be established by the Board of Commissioners of the county shall include, but not be limited to, the following:
      (1)   The minimum size of pipe to be installed under a driveway;
      (2)   The location of the pipe relative to the county highway; and
      (3)   Amount of surface material covering pipe.
