All buildings shall be numbered in a consistent manner in accordance with rules, procedures and guidelines established and modified from time to time by the Chief Technical Code Enforcement Officer of the county, in order to comply with the terms of this subchapter. The rules, procedures and guidelines shall be available in the Department of Technical Code Enforcement for inspection by the general public at all reasonable times.
