§ 151.003 JOINT BUILDING AND ZONING ADMINISTRATION.
   (A)   The county, pursuant to I.C. 36-1-7-1 et seq., has heretofore joined with the City of Columbus to establish the Columbus-Bartholomew Planning Department and a joint Building and Zoning Administration which has demonstrated their ability to provide competent administration of applicable planning, zoning and building codes and regulations, as well as professional staff support to the County Plan Commission and the County Board of Zoning Appeals.
   (B)   The County Building and Zoning Administration may provide professional staff support on Building Code matters, including building inspections to towns and other areas within its jurisdiction upon the following:
      (1)   The execution of a joint resolution executed by the Board of County Commissioners and the Town Council approving the matters; and
      (2)   The joint resolution shall include, but not be limited to, addressing fees for services rendered, duration of services, payment schedule and a scope of services;
