(A) The Telecommunications Commission may delegate certain responsibilities, other than decisions required by § 111.03(B)(2) and (C)(5), to the Chair of the Telecommunications Commission or to staff. Staff may include consultants.
(B) Without limitation and by way of illustration:
(1) The Chair or staff shall ensure notices are given to the public and each franchisee as required herein and by FCC regulations;
(2) The Chair or staff may submit requests for information to the franchisee and establish deadlines for response to them, as provided in § 111.05;
(3) For good cause, the Chair may waive any provision herein or extend any deadline for filing or response except as to matters as are mandatory under FCC regulations; and
(4) The Chair or staff shall prepare any recommendations to the Telecommunications Commission contemplated hereby. If the Chair or staff recommends that any proposed rate increase be denied in whole or in part, he or she shall:
(a) Recommend a rate and explain the basis for that recommendation (the Chair or staff may also recommend that rates remain at existing levels); and
(b) Recommend whether and on what basis refunds should issue; and
(c) Notify the franchisee of his or her recommendations at the time they are submitted to the Telecommunications Commission.
