3-3-8: EXEMPTIONS:
   (A)   The following persons engaged in the activities set forth below in the village shall first register with the chief of police or an authorized agent in accordance with the provisions of this chapter and by furnishing proof that they are actually engaged in such activity in the village, the chief of police or an authorized agent shall issue to such person a registration certificate exempting them from the terms and conditions of this chapter and from paying a fee therefor, namely:
      1.   Persons seeking the signature of a village resident for a zoning or election petition;
      2.   Persons engaging in the sales or deliveries of goods, wares, foodstuffs, merchandise or services on regularly established routes within the village or sales or deliveries by other persons having an established list of customers within the village to whom they make periodic deliveries; and
      3.   Persons engaged in solicitation at the invitation or request of the person contacted.
   (B)   Any person engaging in solicitation of the nature listed in subsection (A) of this section need not obtain a solicitor's permit, but must file a registration certificate with the chief of police or an authorized agent and, when requested, must provide information to verify the permit exemption. In addition, any such person shall disclose their organizational affiliation and purpose of the solicitation to any village resident upon request.
   (C)   Solicitation related to children's activities, including, but not limited to, Girl Scouts, Boy Scouts and Big Brothers and Sisters, may involve children under the age of seventeen (17), and such participation must be noted in the registration certificate. It shall be a violation of this chapter for any person to fail to file a registration certificate prior to engaging in solicitation.
   (D)   Charitable or nonprofit organizations and their representatives distributing handbills or pamphlets only for the purpose of communicating issues of general interest to the public need not register with the chief of police or pay a permit fee.
   (E)   This chapter shall not apply to any village festival as designated by the village president. (Ord. 03-18, 9-4-2003)
