7-3-4: COLLECTION OF RECYCLABLE MATERIAL:

It shall be unlawful for any person, other than a licensed scavenger, to remove any recyclable material such as, but not limited to, glass, paper, plastic or metal from a container that has been positioned for the scavenger under contract to empty and remove its contents. (Ord. 90-19, 8-27-1990)
