There shall be levied, annually, a tax of forty-hundredths percent (0.40%) of the full, fair cash value, as equalized or assessed by the Department of Local Government Affairs, of all taxable property within the Village, for the purpose of police protection in the Village, in addition to and in excess of all taxes authorized by law to be levied and collected in the Village.
