1-4-1: GENERAL PENALTY:
   (A)   Any person convicted of or found liable for a violation of any section of this code shall be fined in a sum not less than one hundred dollars ($100.00) and not to exceed two thousand five hundred dollars ($2,500.00) for any one offense, excepting any specific section of this code wherein the maximum fine is limited to a lesser amount.
   (B)   Any condition caused or permitted to exist in violation of any of the provisions of this code or any ordinance of the village shall be deemed a public nuisance.
   (C)   Each and every offense in violation of the provisions of this code, or ordinances of the village, shall constitute a separate and distinct offense each day such unlawful act continues to persist.
   (D)   Injunctive Relief: In addition to, and not in lieu of, any penalty or other remedy provided in the code, the Hearing Officer or the Circuit Court, whatever the case may be, may enter an order enjoining any ongoing or repeated violation of the code or otherwise mandating compliance with the code. If there is any conflict between this section and any other section of the code concerning the availability of injunctive relief, this section shall control.
   (E)   Restitution. In addition to any penalty or other remedy provided in the code, the Hearing Officer or the Circuit Court, whatever the case may be, may enter an order providing a victim of any offense of the village code restitution for injury to property, including but not limited to injury to animals.
   (F)   Community Service. Where circumstances warrant, the Hearing Officer or the Circuit Court, whatever the case may be, may enter an order requiring community service for a violation of the village code concerning minors. Community service requirements are subject to the direction or order of the Hearing Officer or the Circuit Court. (Ord. 08-09, 4-28-2008; amd.
