No persons owning, occupying, or otherwise charged with the maintenance of real property located in the county shall permit the dumping or accumulation of solid waste, as defined § 51.02, on their premises. Any dumping of solid waste on property not designated as a site for the disposal of solid waste shall constitute a material violation of this chapter and render the violator liable for the penalties set forth herein.
