9-4-5: APPLICATION; COMMISSION REVIEW PROCEDURES:
   A.   Within ten (10) working days of submittal, the town engineer shall review the application for conformance with the final plat/replat application requirements and verify existing street names for accuracy (street, boulevard, trail, etc.). If the application does not conform to these requirements, the application will be returned to the applicant within the ten (10) working day period. The town engineer shall notify the owner by telephone, followed in writing, if the application is determined to be incomplete. The written notice shall document the reasons upon which the determination was made, and shall list items needed for the application to be complete. If the application is complete, it shall be considered officially accepted, and the date of acceptance noted on all copies.
   B.   An application which is determined to be incomplete shall not be placed on the commission agenda at which it was originally intended to be considered. An application that is returned must be resubmitted in complete and accurate form at least fifteen (15) working days prior to the commission meeting at which the application is to be considered. The application will be reviewed for compliance with requirements, as stated in subsection A of this section.
   C.   The town engineer will notify the owner, in writing, at least five (5) calendar days prior to the commission meeting at which the application will be considered.
   D.   The application will then be considered by the commission at its meeting. The town engineer review comments shall be presented at the commission meeting. The owner shall be given the opportunity to discuss the application with the commission, and other comments regarding the final plat/replat may be made.
   E.   The commission shall then take one of the following actions on the application:
      1.   Approve,
      2.   Approve with contingencies,
      3.   Deny, or
