1-9-13: VOLUNTEER FIREFIGHTER PAY PER CALL COMPENSATION PLAN:
   A.   Definitions:
    AT WILL EMPLOYEE: An employee whose employer may terminate him or her at any time and for any reason.
   ELIGIBLE FIREFIGHTER: A firefighter employed by the town of Bar Nunn who has met all certification requirements as stated in the policies and procedures of the Bar Nunn volunteer fire department and who has completed the ninety (90) day probationary period.
   MEDICAL CALL: A response to a call for assistance with a medical emergency or vehicle accident.
   MEDICAL CREW: Eligible firefighters who have obtained their Wyoming BEC certification or a Wyoming FFI rating.
   ON CALL CREW: Those personnel listed by the fire chief as "on call" each week.
   OTHER CALL: Any call not specified in this subsection A, including, but not limited to, hazardous materials, aircraft emergencies, hazardous situation emergencies, and service calls.
   PAY PER CALL: A fixed payment for each call to which an eligible firefighter responds.
   PROBATIONARY FIREFIGHTER: A firefighter who has not completed a ninety (90) day probationary period at the Bar Nunn volunteer fire department as set forth in item B, section 3 of the policies and procedures of the Bar Nunn volunteer fire department.
   STRUCTURE FIRE: Any call that includes, but is not limited to, the following: alarms, homes, trailers, and commercial buildings.
   WILDLAND OR EMERGENCY FIRE: A fire that includes, but is not limited to, brush, grass or tree fires, cultivated field fires, and those fires that threaten, but have not spread, to a structure.
   B.   General Provisions: The town of Bar Nunn is served by a pay per call, at will fire department. All firefighters employed by the town are temporary, at will employees.
   C.   Pay Per Call Requirements:
      1.   Eligible Firefighters: Eligible firefighters shall:
         a.   Have met the attendance level to be eligible for the Wyoming volunteer firefighter pension fund by attending fifty percent (50%) of the business meetings or fifty percent (50%) of all trainings for the Bar Nunn volunteer fire department.
         b.   Have a minimum of any required certification as set forth in subsections C2 through C4 of this section.
         c.   Submit a W-4, legible copy of a valid Wyoming driver's license, current proof of vehicle insurance, and any other materials necessary to establish the validity of their employment to the town clerk within ten (10) business days of the end of his or her probationary period.
         d.   Sign an acknowledgment form regarding their at will employee status, payment eligibility, and availability of benefits.
         e.   Provide proof of completion of any other training and certification requirements as required by the policies and procedures of the Bar Nunn volunteer fire department.
      2.   Structure Fire Calls: For structure fire calls, an eligible firefighter shall have a minimum of Wyoming FFI certification.
         a.   All eligible firefighters who respond to a structure fire shall be paid as set forth in subsection D1 of this section.
      3.   Wildland Or Emergency Calls: For wildland or emergency calls, an eligible firefighter shall have a minimum of a red card for FFII under the Wyoming IQCS system.
         a.   All eligible firefighters who respond to a wildland call shall be paid as set forth in subsection D1 of this section.
      4.   Medical Crews:
         a.   Medical crews from the fire department shall:
            (1)   Work a rotating schedule as set by the fire chief.
            (2)   Have a Wyoming BEC certification or a Wyoming FFI rating.
            (3)   Have any other training and certification requirements as required by the policies and procedures of the Bar Nunn volunteer fire department.
         b.   A maximum of four (4) people will be paid on medical calls unless additional personnel are needed so that a second unit is dispatched or if a large medical incident occurs.
            (1)   All medical crews who respond to a medical call shall be paid as set forth in subsection D1 of this section.
      5.   On Call Crews: On call crews shall have priority for response during call week.
   D.   Payment:
      1.   For each call, regardless of the call's classification, to which an eligible firefighter responds, the eligible firefighter shall receive a fixed payment of twenty five dollars ($25.00). No adjustments to the payment amount will be made for the number of calls or length of calls to which the eligible firefighter responded.
      2.   By the fifth business day of each month, the fire chief shall provide an attested statement to the town clerk from the immediately preceding month. This attested statement shall include:
         a.   The name of each responding eligible firefighter;
         b.   A statement of calls to which each eligible firefighter responded; and
         c.   Any other information deemed necessary for payment.
      3.   The town clerk shall issue a check for the amount due to each eligible firefighter by the last business day of the month following the eligible firefighter's service.
      4.   The town clerk shall distribute payments for the amount due to each eligible firefighter. No payments will be issued to the fire department fund.
      5.   No payments shall be made from the fire department fund by the fire chief or any other town employee.
      6.   No payment shall be made from the volunteer firemen's pension account.
      7.   Under no circumstances will this section affect any contracts between the Bar Nunn volunteer fire department and any other entity regarding wildland or emergency fires. Reimbursement for said wildland or emergency fires shall remain a separate payroll process.
      8.   Probationary firefighters shall not be reimbursed under this policy for their response to any calls. Once probationary firefighters become eligible firefighters for payment under this policy, said firefighters shall only be paid for calls to which they responded on or after the date of eligibility. Absolutely no retroactive reimbursement shall be allowed.
      9.   For each month that the fire chief provides an attested statement to the town clerk from the immediately preceding month that the eligible firefighter attended all designated trainings in their entirety, all such eligible firefighters shall have training pay added to his/her monthly payment.
