1-5-6: ORDINANCES:
   A.   Passage:
      1.   All ordinances shall be in writing and passed pursuant to rules and regulations adopted by the Town Council. No ordinance, except one making appropriations, may contain more than one subject which shall be expressed clearly in the title. Ordinances making appropriations shall be limited to the appropriation. The style of all ordinances shall be "Be it ordained by the Governing Body of the Town of Bar Nunn".
      2.   Every ordinance, except emergency ordinances, shall have public readings on three (3) different days, unless three-fourths (3/4) of the Town Council vote to suspend the rule requiring three (3) readings. At least ten (10) days shall elapse between the introduction and final passage of every ordinance, except emergency ordinances. No franchise or license may be granted by emergency ordinance.
      3.   A majority vote of the Councilmembers present shall be required for the passage of any ordinance, except one appropriating money which shall require a majority vote of all the members elected. The Mayor shall cast the deciding vote in the case of a tie. (Ord. 82-01, 4-15-1982; amd. 1999 Code)
   B.   Effective Date; Publication; Recordation:
      1.   Before becoming effective, every ordinance shall be posted for at least ten (10) days in the Town Clerk's office and in at least two (2) other public places as the Town Council may determine. Emergency ordinances shall become effective upon proclamation of the Mayor, and as soon thereafter as is practicable they shall be published and posted in the manner required of other ordinances.       2.   Within a reasonable time after passage, every ordinance shall be signed by the Mayor and attested by the Town Clerk and recorded in a book kept for that purpose. The attestation of the Town Clerk shall show that the ordinance was duly published and posted.
      3.   A recodification of ordinances shall be published only by title together with a brief summary of the recodification.
   C.   Amendment And Repeal Of Ordinances: Amendments and repeals of ordinances or sections thereof shall be by ordinance. Amendment and repeal of ordinances by resolutions shall not be allowed. A proposed amendment or repeal shall set forth the entire ordinance or section that is to be considered.
No vote of the governing body may be reconsidered or rescinded at any meeting unless there are as many members present as there were when the vote was originally taken.
   D.   Veto By Mayor; Passage Over Veto; Certificate Attached 1 : Should the Mayor not approve an ordinance, he shall return the same to the Town Council with his reasons and objections to the same in writing on or before the date of the next regular meeting after the same was presented to him. When an ordinance is so returned by the Mayor, the Town Council shall proceed to reconsider the same. If, on such reconsideration, two-thirds (2/3) of all the members elected to the Town Council vote in the affirmative, the ordinance shall become law without his signature. (Ord. 82-01, 4-15-1982)
