A. The town council is hereby authorized to establish off street parking within the town on properties owned or under the control of the town.
B. The town council, or its duly authorized appointee, is hereby authorized to establish fee schedules for the use of town off street parking facilities which may include daily and monthly parking.
C. The mayor or his duly authorized appointee is hereby authorized to enforce the terms of this section by placing overtime parking tickets on offending vehicles or having offending vehicles removed from the off street parking facility.
D. Any person violating any provisions of this section shall be deemed guilty of a misdemeanor and the penalty for violation hereof, in the case of overtime parking, shall be that provided in section 1-4-1 of this code, and in the case of vehicle removal, the penalty shall be payment by the offending person of the actual cost of such removal, together with a service charge, as from time to time established by resolution of the town council, payable to the town for each full day of storage or portion thereof.
