4-2-8: DISORDERLY CONDUCT, DISTURBANCES 1 :
   A.   Disturbance Of Lawful Assembly: It shall be unlawful for a person to wilfully interrupt or disturb a school or other assembly of people met for a lawful purpose.
   B.   Disturbing The Peace: It shall be unlawful for any person to disturb the peace of another, whether in a private or a public place, or the peace of a neighborhood, by violent, tumultuous or obstreperous conduct, or by loud, boisterous or unusual noise, or by abusive, insulting, unseemly, profane, obscene or offensive language calculated to incite an emotional and/or physical reaction by another.
   C.   False Alarm Of Fire, Police Or Ambulance Assistance: It shall be unlawful for any person to intentionally make, turn in or give a false alarm of fire, or of need for police or ambulance, or aid or abet in the commission of such act.
   D.   Indecent Conduct: It shall be unlawful for any person to appear in a state of nudity. Nudity is defined as the showing of the human male or female genitals, pubic or rectal area or female breasts with less than fully opaque covering.
   E.   Call Of Nature: It shall be unlawful for any individual to urinate or stool in a public area which is not designated for such an activity.
   F.   Loitering Or Prowling: It shall be unlawful for a person anywhere in the Town to loiter or prowl in a place, at a time or in a manner not usual for law-abiding individuals under circumstances that warrant alarm for the safety of persons or property in the vicinity. Among the circumstances which may be considered in determining whether such alarm is warranted is the fact that such person takes flight upon appearance of a peace officer, refuses to identify himself, or manifestly endeavors to conceal himself or conceal or dispose of any object. Unless flight by the person or other circumstances makes it impracticable, a peace officer shall, prior to any arrest for an offense under this subsection, afford such person an opportunity to dispel any alarm which would otherwise be warranted, by requesting him to identify himself and explain his presence and conduct. No person shall be convicted of an offense under this subsection if the peace officer did not comply with the preceding sentence, or if it appears at trial that the explanation given by the person was true and, if believed by the peace officer at the time, would have dispelled the alarm.
   G.   Public Drunkenness: It shall be unlawful for any person to be drunk or in a state of intoxication on any highway, street, thoroughfare or other public place within the Town.
   H.   Window Peeping: It shall be unlawful for any person to look, peep, peer or attempt to obtain a view into a window or other opening of a building so as to invade the privacy of another. (Ord. 92-07, 7-21-1992)
   I.   Telephone Calls Misuse, Harassment:
      1.   Whoever, by means or use of the telephone, anonymously or under a false or fictitious name, uses obscene lewd or profane language or suggests a lewd or lascivious act with the intent to terrify, intimidate, threaten, harass, annoy or offend; or uses threatening or abusive language; or uses the telephone for the purpose of interrupting, disturbing, harassing, coercing or frightening any inhabitant of the Town, shall be guilty of a misdemeanor and subject to the penalties assessed pursuant to Section 1-4-1 of this Code.
      2.   No person, by means or use of the telephone, shall disturb or tend to disturb the peace, quiet or right of privacy of any other person or family by repeated and continued anonymous or unidentified telephone messages intended to harass or disturb the person or family to whom the call is directed. Upon violation of this subsection, the individual engaging in the conduct previously stated shall be guilty of a misdemeanor and subject to the penalties assessed pursuant to Section 1-4-1 of this Code.
