Each competitively bid contract awarded by the Village shall be awarded to the lowest responsive and responsible bidder in accordance with Ohio R.C. 9.312. The factors which the Village may consider in determining whether a bid is responsive and responsible include those listed in said section and such other factors as Council may determine to be relevant.
