Any person, firm or corporation to whom such license has been issued, desiring to increase or decrease the number of taxicabs authorized, may, at any time during the year, or at the annual renewing of the license, make an application to the Mayor for the change of such authorization. In the case of an increase in the number of authorized taxicabs, such applicant shall pay an additional fee of ten dollars ($10.00) for each taxicab for which an authorization is sought for the remainder of the year in which the authorization is increased and shall file proof of additional insurance as required by this chapter. In the case of a decrease no refund shall be made of a license fee previously paid. Thereupon the Mayor shall make such change of authorization and note such change and the fee paid; if any, on such license issued by way of endorsement thereon.
