(a) All residential properties within the Village in which are located three or more residential units either within the same building or contiguous to each other shall have one or more dumpsters or metal trash containers capable of being sealed or otherwise closed to prevent access thereto by animals or vermin. Said dumpsters and metal trash containers shall be set on concrete slab, concrete blocks, or bricks. The owner of said properties shall be responsible for compliance with this requirement.
(b) All litter as defined in Section 521.08(d) of the Codified Ordinances shall be disposed of only by depositing it in said dumpsters or containers. Metal trash containers shall be kept sealed or closed at all times except while litter is being deposited. Both the owner and the residents of said properties shall be responsible for compliance with these requirements.
(c) Any violation of this section shall be a minor misdemeanor. Each day that a violation exists shall be treated as a separate violation. (Ord. 3133. Passed 11-4-02.)
