(a) No person shall park a vehicle for a period of time in excess of two hours on Main Street from Arch Street to Broadway Street or from the B. & O. Railroad to Church Street on Chestnut Street between the hours of 9:00 a.m. and 5:00 p.m. on any day except on Sundays and legal holidays.
(b) In the two-hour parking areas designated in subsection (a) hereof, no person shall park a vehicle in such a way that the vehicle is not entirely within the limits of the parking space so designated by marked lines.

(c) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
